West Georgia First Responders

My name is Shane Davis, I live in Carrollton, Georgia and decided to create West Georgia First Responders to service the local first responders in the West Georgia area. We are a non-profit that was created locally for ALL the first responders in the West Georgia area.

In 2020, I realized there was an enormous need for local support for first responders. At the time, there was a national movement to defund law enforcement and an overall disdain for first responders in general, due to a national interest in a misguided social justice platform. This created a downsized and shrinking work force in regards to first responders in general, but specifically law enforcement. In my professional life, I deal daily with local law enforcement and realized how detrimental this is for the overall safety of our community

Seeing the employee shortages first hand, and how difficult their jobs were becoming, I made it a point to start giving more to first responder charities. To my dismay, and shock, I quickly realized that there were zero local charities specifically set up to support our local first responders. There are national charities that are set up to support first responders, but the money that you give them may or may not get to the first responders in your community.

Realizing this, I began the process of establishing West Georgia First Responders to ensure that there would be a charity that our local first responders could lean on in a time of needed support. A place where members of the community could give their time and money to an entity that supports first responders locally. A charity that would directly impact the first responders in the community where they live. The national charities are wonderful, and do a phenomenal job; and I would encourage everyone to give to them, but if you live in the West Georgia area and want to make a difference where you live, please take in consideration giving to West Georgia First Responders.

Shane Davis

Chairman and President

I was born and raised in Douglasville, Georgia. After High School, I moved to Atlanta in the 1990s to complete my degree in Psychology from Georgia State University. While in college, I also served in the United States Army Reserve from 1992 until 2000. After college, I moved back to the West Georgia area and started a family. In the early 2000s, I began my career in the Bail Bonding industry, where I have been serving the area for almost 20 years. My greatest accomplishments have been serving Christ and raising my family. I have a beautiful wife and 5 children who are the absolute joy of my life!

Kenneth Rooks

Board Member

I served as a local church pastor for eighteen years. During those years, I built a strong relationship with many of the local law enforcement officers, giving me a front-row seat to some of the challenges facing Law Enforcement.

I was Born, raised, and educated in Carrollton, Georgia, and am currently serving as a missionary to India and Africa. I am deeply grateful for the work of our local law enforcement and the opportunity to serve as a board member.

Dave Wade

Board Member

My name is Dave Wade a fire service professional with more than 22 years of experience in the field. I currently serve as the Deputy Fire Chief for Carroll County Fire Rescue; over my career I have demonstrated exceptional leadership and management skills throughout my career.


I began my journey in the fire service as a volunteer firefighter with Haralson County Fire Department in 1999. Over the years, I have progressed through the ranks, serving as a Lieutenant, responsible for the training division and fire investigations. In 2001, I joined the City of Carrollton Fire Department and obtained the rank of Engineer. I assisted with many areas of training, suppression, investigations, and public education within the department. In 2021, I joined the Carroll County Fire Rescue as the Deputy Fire Chief. In each role, I have been committed to ensuring the safety and well-being of the community I serve.


As the Deputy Fire Chief, I am responsible for overseeing the daily operations of the fire department. I work closely with the Fire Chief to develop and implement policies and procedures that ensure the department operates efficiently and effectively. Additionally, I am responsible for managing the department's budget, supervising personnel, and ensuring that all equipment and apparatus are maintained and in good working order.


I am a dedicated and skilled fire service professional who is committed to ongoing professional development. I have completed numerous training programs and courses throughout my career, and hold several certifications, including Bachelor of Arts in Homeland Security and Emergency Management, Associate of Science in Fire Science, trained to the level of Fire Officer 4, and Paramedic. I am also an active member of several professional organizations, including the Georgia State Firefighters Association, Georgia Association Fire Chiefs, International Association of Arson Investigators, and the Georgia Fire Investigators Association.

Chris Grimaldi

Board Member

Born in Uniondale, New York, I moved with my family to Marietta, Georgia early 1980 after my father got hired as a firefighter with the City of Atlanta. I moved to Douglas County when I was in third grade. In June of 1994, I graduated from Alexander High School in Douglasville, GA, and soon thereafter began my career as a Firefighter/EMT. I volunteered with the Douglas County Fire Department until October 18, 1995, when my dream of becoming a full-time firefighter came true. During my career with Douglas County, I was promoted to the rank of Sergeant and served several years on the department’s Special Operations unit.


Wishing to follow in my dad’s footsteps, I joined the Atlanta Fire Rescue Department on February 24, 2005. Since becoming a City of Atlanta firefighter, I rose through the ranks, and today serve as a Captain/Paramedic assigned to the department’s Training Academy. I come from a family with generations of commitment to public safety. In addition to my dad and grandfather, my older brothers have served their community through firefighting and law enforcement as well.


When not at work, I enjoy spending time with my wife, Callie, my daughter Mayci, my son-in-law Matthew, who is also a firefighter, and my two boys: Bradyn and Brodey. I have two beautiful grandchildren: Rowen and Sadie. My hobbies include deer hunting and supporting my boys’ sports teams. My family are faithful members of Midway Church in Villa Rica.

Brian Finley

Board Member

I began my career in law enforcement in 1999 as a part-time jailer with the Haralson County Sheriff’s Office before accepting a full-time position with the Carroll County Sheriff’s Office as a jailer in 2001. I graduated basic mandate in 2002 and was employed as a police officer with the Mount Zion Police Department. In 2004, I returned to the Carroll County Sheriff’s Office as a deputy sheriff and have been fortunate enough to serve in many capacities. I have served as a K-9 handler with the Interstate Crime Unit, detached to the Department of Homeland Security as a task force agent, Investigations, Court Services, and am currently the Training Coordinator.

Matt Waigand

Board Member and Treasurer

I was born and raised just outside of Pittsburgh, PA. I moved down to the South to attend college, where I found my Savior and my home. Received my CPA in 2022 and received the much greater accomplishment of marrying my beautiful wife just a few months later.

Damon Partin

Board Member

I'm originally from Palmetto, GA. After graduating from Palmetto High School and West Georgia College, I began a career in law enforcement that spanned 32 years. I spent 10 years with the Douglas County Sheriff's Office and 22 years with the Douglasville Police Department. All my years of service eventually led me to retirement in 2022. My interests and hobbies since retirement include: Carpentry, automotive mechanics, travel and mini farming.

Luke Wyatt

Board Member

I'm an engineer; a winemaker; an artisan; a father; a poet; an explorer; and a lifelong learner who's embarked on a path of existential discovery. In various industries, I've been developing projects for nearly two decades now and still find it engaging. This journey of life has been difficult so far, but quite interesting. I've been fortunate to have many individuals walk alongside me and am grateful for each and every one of them.

Michelle Morgan

Board Member

I originally came to Carrollton to attend the University of West Georgia, where I earned both a Bachelor and Master of Business Administration. While at UWG, I fell in love with Carroll County and chose to make it my home. Shortly after graduation, I became an entrepreneur by opening A Likely Story Book Center. In addition, I have been the Human Resources Manager for Morgan Oil for the past twenty years. I was first elected in 2014 to serve as District 4 Commissioner. In 2019, I was elected as the first woman Chairman of Carroll County in a special election. In 2020, I ran unopposed and am now serving a full four-year term as Chairman of Carroll County.


I earned my certification as a County Commissioner from the Carl Vinson Institute of Government and University of Georgia in 2015. And recently, after completing 48 hours in each area, I earned my specialty certifications in Economic & Community Development, Intergovernmental Relations, Revenue & Finance, County Operations & Management and Public Safety. Furthermore, I earned my County Master Certificate in High Performance Leadership through the National Association of Counties High Performance Leadership Academy in collaboration with the late General Colin Powell.


I truly believe in giving back to my community. I contribute to the community in a multitude of ways through my involvement in Carroll County Mental Health Advocates, Friends of the Association of Remarkable Citizens, The Spade and Trowel Garden Club, Master Gardeners, and supporting local municipal libraries along with both school systems and volunteer work with the University of West Georgia. I am an active member in the Rotary Club of Carrollton and Carrollton Civic Woman’s Club.


But my most important job is being Mom to three children, Patrick, Michael (both recent graduates of the University of Georgia) and Elizabeth (a senior at the University of Georgia), along with her four- legged child, Apollo. My husband, Jimmy, owns Morgan Oil Company, a 4 th generation family business with locations across the West Georgia area.
